LA Senate–Elio Motors celebrates a victory…

Exciting news today for the automaker, as both chambers of the state legislature voted to exempt drivers of the concept car from wearing helmets.

Lawmakers classified the three-wheeled vehicle as an autocycle not a motorcycle.

By law to drive one in the state of Louisiana you needed to wear a helmet — now it’s still seen as a motorcycle technically but the classification as an autocycle brings changes which reenforces that an Elio can be viewed as any other car on the road.

Elio Motors may lack enough investors | #Louisiana

There’s worry within the Caddo Commission that Elio Motors doesn’t have enough investors to bring the vehicle company to town. Monday, the Caddo Economic Development Committee met to discuss the new motor company. However, commissioners were advised not to disclose too much about the meeting’s purpose because it dealt with Elio’s sensitive information. Parish Attorney Charles Grubb says Elio has expressed the need for help from the parish but couldn’t disclose what kind.

“From the get go, they’ve asked for some help by the parish in terms of things that we can do in the interim to help them with some things,” Grubb said. “We’re still working on it. It’s obviously not been a very urgent matter for them because we’ve been doing it since January.”

Former Monroe councilman Stevens pleads guilty to RICO charge

Shreveport — U.S. Attorney Stephanie A. Finley announced Thursday that former Monroe City Councilman Robert E. “Red” Stevens pled guilty to accepting bribes from an FBI cooperating witness in exchange for help with matters pending before the City Council.

The guilty plea was entered in federal court in Shreveport Thursday before U.S. District Court Judge Donald E. Walter.

Stevens was indicted in 2010 and charged with violating the Racketeer Influenced and Corrupt Organizations Act, more commonly known as RICO, and the Hobbs Act, which involves extortion by a public official.

During Thursday’s court appearance, Stevens pled guilty to the RICO violation. Pursuant to a plea agreement with the government, the Hobbs Act count will be dismissed after sentencing.

Stevens admitted in court filings that on three separate occasions in 2008 and 2009, he accepted cash bribe payments from Monroe businessman Eddie Hakim, who was working as a cooperating witness under the direction of the FBI. The payments were in exchange for Stevens’ assistance with matters pending before the City Council.

Her bloody Valentine: Toni Jo Henry shoots man between the eyes in bid to free jailed husband

It was Valentine’s Day, 1940, and Toni Jo Henry had planned a perfect surprise, sure to show her sweetie just how much she loved him.

She was going to bust him out of jail.

No easy task, given that Toni Jo had no cash, car or weapons, and was not the type to bake quaint little cakes in which to conceal files.

Instead she used her most powerful weapon – beauty – to play on the sympathies of two men, an ex-con and a Good Samaritan. Neither realized they were dealing with a woman the press would later dub “The Tigress.” Both would pay with their lives.

Born Annie Beatrice McQuiston on January 3, 1916, nearShreveport, La., she was the baby of a family of six children. From the start, the girl was spirited, but after her mother died of tuberculosis the 6-year-old became a handful.

Toni Jo Henry’s Date With Death

Historically, women have always had to do something particularly awful to be convicted of a serious crime, and to sentence a woman to death – oh! That didn’t happen all that often. Especially when the female in question was good looking. The law has always made an ass of itself when there’s a beautiful woman in the dock.

And don’t argue with me about it. I’ve been trying to prove it to you, see.

One of the most beautiful, indeed absolutely stunning women ever convicted of murder and sentenced to death in the United States of America was a gal by the name of Toni Jo Henry.

That’s her, photographed in her cell on the morning of her scheduled execution. Her jailers opened up a telephone line to the governor’s office, and Toni Jo waited on her last hope in life, mindful that women – especially unusually attractive women – and especially in the South – were not generally put to death, no matter what they’d done.

And she was a looker. Nearly every description ever printed of her focused on her eyes. Toni Jo was “slim, hard-faced, flint-eyed,” “smouldering-eyed,” with her “snapping black eyes, and her long, wavy blue black hair.”

After three trials, three convictions, and three pronouncements of the awful sentence, she probably expected to die. But still she was light-hearted about it. As the photographer fussed with his camera, Toni Jo said, “I’ve smiled twice, mister. You haven’t shot yet. Have you any idea how much talent is being wasted here today?”

It was one of many jokes she cracked as she waited for the phone to ring, chain-smoking and making small talk. “That lighter is guaranteed for a lifetime,” she said at one point. “You know one person whose lifetime lighter lasted a lifetime.”

Alas, Toni Jo wasn’t always quite so funny.

Toni Jo said her dying wish was to talk to Cowboy, and though it violated the rules, they let her call him. She did all the talking and he did all the crying. ”I know it has to come and I’m ready for it, honey,” Toni Jo told Cowboy. “I’m glad to have known you for the short time that I did. I’m sorry that things had to turn out this way. But you’ve got to live right, Claude.”

Toni Jo hung up after the call with Cowboy.

The governor, by the way, never did call.

Toni Jo promised to go quietly, except she squawked when they shaved her head. They promised to hunt up a scarf for her to put over her bald head, knowing the photographers were lined up outside to see her taken to the death room. One of those photos, at right, shows her jailer looking more sad than Toni Jo.

Toni Jo Henry was electrocuted November 28, 1942. The wire services all reported that Cowboy Henry screamed and thrashed and destroyed his cell in his grief.

In a final awful coda, Cowboy was released from prison a handful of years after his wife’s execution. The decade didn’t end before Cowboy Henry was shot and killed and raced into the dark to be with his bad girl from the bayou.

Good Samaritan slapped with ticket after helping crash victim, he says SPD “treated me like a criminal”

SHREVEPORT, La -

If you stop to help someone in need and stay with them until police arrive, would you expect the cops to cut you a break if you make a u-turn to get back on your way? One man thinks so after his stop by the Shreveport Police went south in a hurry.

Billy Rachal says he stopped to help a hit and run victim on the night of February 5. The registered nurse helped the woman until police arrived. Then moments later he had an ugly incident with one of the same officers.

“They treated me like I had just murdered someone,” Rachal says.

After Rachal left the scene, he made a u-turn at a light to head back in the direction he was going. Two signs indicate a u-turn is illegal there. But Rachal says he didn’t see the signs in the dark of night. What he saw next were flashing lights in his rear view mirror.

“The only thing I could think of is the officers from the wreck decided they needed a statement from me,” Rachal said.

So he got out of his truck and walked toward the officer’s car, which Rachal says angered her and another officer who arrived for backup.

“They literally are ready to take me down, screaming and hollering at me, ‘Sir get back in your car! Get back in your car!’” Rachal remembers.

“I stood there in fear is the reason I didn’t turn around and return to my vehicle immediatly.”

Rachal then described a series of orders barked by the officers:

“Lift your hands!”

“Get in your truck!”

10M pounds of explosives improperly stored at La.’s Explo Systems Inc.

(AP) — Authorities said Tuesday that they’ve raised their estimate of the amount of improperly stored material at an explosives recycling company that was blamed for the evacuation of a Louisiana town.

Louisiana State Police spokesman Matt Harris said Tuesday that authorities estimate 10 million pounds of a military propellant called M6 was haphazardly stored at Explo Systems Inc. The previous estimate was 6 million pounds.

The M6 was discovered by a Louisiana State Police investigator who was looking into an explosion in October involving a different kind of material at Explo’s facility at Camp Minden, a Louisiana National Guard base east of Shreveport.

Authorities said M6 was found in overflowing containers and “hidden” among trees on the base.

The nearby town of Doyline was evacuated for a week in December because of concerns that any ignition — such as a lightning strike or a brush fire — could set off a massive chain-reaction blast.

Most of the M6 has been moved into bunkers on the base, but Harris said authorities are still looking for somewhere to house 3.5 million pounds that is in buildings. Harris stressed that the number is an estimate and could change. He also said the M6 is tested periodically and is stable.

Explo Systems officials have not responded to numerous messages.

Louisiana Legislators Promise New Donation Laws for Hunters

Public outrage hit a fever pitch last week when it was discovered that $8,000 worth of deer meat donated by hunters to feed the homeless was destroyed by the State Department of Health and Hospitals. However, local politicians have delivered a quick response and a promise: this won’t happen again.

Louisiana State Representative Jeff Thompson (R-Bossier City) held a press conference on Monday (Feb. 25) to discuss how Louisiana will handle hunters’ donations in the future and how the destroyed venison will be replaced.

Speaking to a group of reporters at the Shreveport-Bossier Rescue Mission in downtown Shreveport, Rep. Thompson pledged that there would never again be a situation where donated deer meat would go to waste.

“Government across this nation oftentimes seems out of control. I think everybody here is devoted to making sure that each and every branch of government, each and every agency, should work on behalf of taxpayers to find the way to say yes, not an excuse or reason to say no,” said Thompson. “Through the various departments before you today, I’m glad to say that we’ve worked together so far to find a way to say yes, to resolve the issue regarding the donations to great organizations like this rescue mission and programs like Hunters for the Hungry.”

“Over zealous interpretation of the codes” – Deer meat destruction prompts state officials to step in

Meat destroyed at Rescue Mission to be replenished

Shreveport, La -

State officials are stepping in after hearing of the news that the Louisiana Department of Health and Hospitals destroyed deer meat at the Shreveport Bossier Rescue Mission last month.

On January 28th, the DHH received a call about a complaint that deer meat was being served at the mission. After an inspection, a state employer concluded that the venison had to be destroyed and doused it in clorox bleach.

Since KTBS first reported the incident last week, it has received a lot of attention.  So much so that now several state agencies are getting involved.

This afternoon a press conference was held at the Rescue Mission to discuss the matter. State Representative Jeff Thompson, as well as representatives from the LA Department of Agriculture and Forestry and Department of Wildlife and Fisheries attended the event.

Representative Thompson says that while the DHH had the right intentions, that they went overboard when destroying the venison.

“Through an act of what appears to be over zealous interpretation of the codes in an attempt to have food safety as a priority which it should be, we had a lot of food go to waste,” said Thompson.
