NEW ORLEANS — A series of photographs involving an officer and a patrol car is raising questions about how such pictures project the image of the New Orleans Police Department.The photographs — one showing a New Orleans police officer surrounded by young women — were sent to WDSU.com’s u local section.

WDSU confirmed that the officer in the photo was Adrian Chapital. He left the NOPD in December. Chapital worked in the 8th District, which includes the French Quarter.Only one of the photos showed Chapital. Another shows young women wrapped in crime tape with the police car’s trunk open, and another shows two women in the police cruiser.The pictures were taken months ago but recently submitted to WDSU.com’s u local section. The photos come at a time when the NOPD is working heavily to rebuild its image in the community.

WASHINGTON — Louisiana ranks dead last on a new composite index comparing how the fifty states fare on measures of economic vitality, education, health, crime and governance. The “Camelot Index” is issued annually by Federal Funds Information for States, a non-partisan subscription service created by the National Governors Association and the National Conference of State Legislatures, which tracks and reports on the fiscal impact of federal budget and policy decisions on state budgets and programs.

United States Attorney Stephanie A. Finley announced the sentencing of Jamy Church, 34, of Sulphur, Louisiana. U.S. District Judge Patricia Minaldi sentenced Church to 293 months in federal prison and a lifetime of supervised release, for enticing minors to engage in criminal sexual activities and producing child pornography.

Beginning in June of 2009, Church, who was coaching little league baseball at the time, created multiple Facebook pages using the names and images of high school females. He then began using the false personas to contact boys between approximately 13 and 16 years of age, asking them to be “friends” on “her” Facebook page. After contacting the minor boys, he would send sexually explicit images of females that he represented to be the females from his Facebook page. Church would then ask the boys to send sexually explicit images of themselves and would also ask the boys to expose their genitals and masturbate while taking the image of themselves. Between 2009 and 2011, Church caused over 50 boys to produce sexually explicit images of themselves.
